East Africa and Indian Ocean Residence Options Compared

The useful starting point is what you would do after moving: take a local job, work remotely for overseas clients, study, join a spouse, run a business, or retire. Those plans can lead to different permits. A U.S., Canadian, or European passport does not by itself provide permission to settle or work.

The regional comparison guide brings together selected routes across East Africa and the Indian Ocean islands. It also includes Malawi, Mozambique, Zambia, and Zimbabwe in the region’s southern part. The detailed pathway pages explain the evidence and official application sources.

Local work and study

Destination Work and study options Main point to settle
Kenya Work: Class D employment; Study: Student pass The employer must justify the foreign specialist. A student pass prohibits paid and unpaid employment.
Rwanda Work: H2 employment; Study: U1 study The employer or school supplies supporting records. Holiday or graduate work uses separate permission.
Uganda Work: Class G2 employment; Study: Student pass The employer must explain why a suitably qualified Ugandan could not fill the position.
Tanzania Work: Class B employment; Study: Study visa or student pass Labor and residence approvals are separate. Students need the category matching nationality and course length.
Seychelles Work: Gainful Occupation Permit; Study: Student Permit Employment approval comes before the immigration work permit. A Student Permit does not allow work.
Zambia Work: Employment Permit; Study: Study Permit A prospective employee normally waits outside Zambia while the employer or representative applies.
Malawi Work: Temporary Employment Permit; Study: Student Permit Obtain the work permit before entering to take up the job. Student renewal applications are due before the permit expires.
Madagascar Work: Employee long-stay process Arrange the correct convertible entry visa before travel; a tourist visa cannot be converted.
Zimbabwe Work: Temporary Employment Permit; Study: Student permission Employers document recruitment and local training. Students need the education authority’s clearance.
Ethiopia Work: Work and temporary residence ID; Study: Student visa and residence ID The ministry, employer or institution supports the relevant visa and residence documents.
Mozambique Work: Employer-supported work visa The contract, work authorization and immigration approval must cover the actual position.
Mauritius Work: Professional Occupation Permit The existing professional route has its own salary, employment and permit rules.

Government charges are separate from tuition, salary, investment and living costs. For example, Rwanda publishes RWF 20,000 for U1 study, while Seychelles lists SCR 1,000 processing and SCR 1,500 per year for a Student Permit. Confirm current charges before paying. Retirement and independent income

Destination Route Important limit
Kenya Class K assured-income residence At least age 35 and USD $24,000 annually from accepted foreign income, pension or annuity sources. This is a nonworking residence basis.
Rwanda Retiree Category K Retirement certificate, local bank evidence, accepted income and local medical insurance. No universal income minimum is published on the checklist reviewed.
Tanzania Retiree Class C2 At least age 55 and assured income sufficient for the household. The official checklist does not give a single income figure.
Zambia Retirement Residence Permit Accepted lifelong pension, annuity or retirement-account support meeting the current prescribed amount. Confirm that amount and the entry and absence rules.
Madagascar Retiree long-stay process The currently linked Paris checklist requires at least €500 a month in pension transfers. Confirm the documents required by the consulate handling the application.
Mauritius Retired non-citizen residence The existing route has its own age and transfer requirements; do not apply another country’s rules to it.

A checklist without a published minimum does not mean that no money is required. The authority still assesses support. Equally, permanent residence is not citizenship: Zambia’s retirement permit has entry and long-absence limits that can end its validity. Zambia permit rules

Madagascar’s process deserves early attention. Apply for the correct convertible visa before travel, then submit the local residence application within one month of arrival. Paris currently asks for the international-transfer certificate from the foreign bank or pension provider. Its older online checklists use different wording, so use the checklist linked from the current embassy page. Madagascar Embassy procedures

Zambia enacted a new Immigration Control Act in 2026, with commencement to be appointed by statutory instrument. The commencement instrument and new prescribed financial amounts still need confirmation. The public permit pages still use older wording. Confirm the rules being applied before relying on a retirement or investment threshold; the study route here is limited to full-time education. For retirement residence, obtain any required approval before a six-month absence instead of assuming a notice alone is sufficient. 2026 Act, sections 1 and 15–21

Remote work

Kenya’s Class N permit covers approved remote work for foreign employers or clients. The application page describes one- or two-year permits and asks for recent income records, accommodation and other supporting documents. Local Kenyan employment or clients are outside this route’s scope. Kenya Class N application guidance

The income threshold needs confirmation. The official legal consolidation reviewed states USD $55,000 annually, while the current application page does not state a minimum. An operative official amendment supporting the lower figures advertised elsewhere has not been verified. Ask Immigration to confirm the current income requirement before relying on those figures. Kenya Immigration Regulations, Seventh Schedule

Mauritius’ Premium Visa is another long-stay option relevant to foreign remote work. It should be compared with its own income, insurance and activity rules. A retirement permit elsewhere should not be treated as a digital-nomad visa merely because the holder receives money from abroad.

Active businesses and investment

Destination Route What the investment supports
Kenya Class G business An approved active business with at least USD $100,000 capital and the required licenses.
Rwanda Sector business permit A registered and approved investment activity, with the investment certificate and personal application.
Uganda Class D general trade A qualifying shareholder’s trading business; other industries can use different permit classes.
Tanzania Class A investor residence Approved self-employment with the labor, sector and immigration documents for that activity.
Seychelles Self-employed GOP A project reviewed by the investment authority, followed by the individual work permission.
Zambia Investor’s Permit Published checklist: personal investment of USD $250,000 in a new business or USD $150,000 when joining an existing company. Confirm the currently applied requirement.
Malawi Business Residence Permit At least USD $50,000 from a lawful foreign source for an approved productive business.
Madagascar Investor long-stay residence A documented local enterprise and the convertible-visa and residence process.
Zimbabwe Business investor permission An approved business project, role and source of funds. The checklist does not give one universal capital minimum.
Mozambique Investment visa A qualifying role in an approved project valued at least USD $500,000. This is the project value, not a flat personal residence fee.
Mauritius Investor Occupation Permit, self-employed permit, Golden Visa Distinct existing business and investment frameworks, each with its own requirements.
Mauritius Approved-property residence A qualifying IRS, RES or PDS home and EDB approval; residence remains linked to ownership.

These routes are not interchangeable. Malawi’s business permission depends on a real operating enterprise. Mozambique’s investment visa is temporary and does not itself establish permanent residence. Zambia’s later permanent-residence application has separate conditions. Company formation or a property purchase alone does not settle immigration permission. Malawi business rules, Mozambique investment visa

For Mauritius property residence, the cited EDB guidelines use a value exceeding USD $375,000, while the general EDB page also uses minimum-value wording. Obtain confirmation for the exact property and transaction value before committing funds. These residence rules apply to approved IRS, RES and PDS schemes; buying an ordinary apartment or home does not establish eligibility. EDB property guidance, EDB residence guidelines

An investment promotion or historic citizenship scheme is not enough to establish a current application route.

Joining a spouse and citizenship through family

Spouse residence options include Kenya, Rwanda, Uganda, Seychelles, Zambia and Ethiopia. Check the sponsor category first: Rwanda’s route here is for a foreign temporary resident’s spouse, Seychelles’ is for a citizen’s spouse, and Zambia’s requires a citizen, established resident or permanent-residence holder.

Ethiopia’s spouse checklist allows alternative financial evidence: a bank balance of at least ETB 500,000 with a bank letter, a house title, or a vehicle ownership certificate. Adequate support remains required; the bank figure is not a mandatory payment by every applicant. ICS marriage residence requirements

Marriage does not automatically issue a permit or permission to work. Citizenship is a separate issue. The existing Kenyan parent-based citizenship route remains distinct from a spouse’s residence application.
