Singapore Worker Permanent Residence
At a glance
Employment Pass and S Pass holders living in Singapore can apply for permanent residence. ICA assesses each case, and neither the work pass nor a fixed period of residence guarantees approval.
- Who can apply
- Current Employment Pass or S Pass holders living in Singapore
- Evidence
- Identity, work, qualifications, income, and family records
- Approval
- The immigration authority decides each case; holding an eligible work pass does not guarantee permanent residence
Summary
If you live in Singapore with a valid Employment Pass or S Pass, you can apply for permanent residence. The Immigration & Checkpoints Authority (ICA) assesses your whole case and decides whether to approve it.
Holding the work pass gives you a basis to apply. It does not guarantee approval after a particular number of years.
Eligibility
You must currently live in Singapore with the qualifying pass. ICA asks for relevant identity, employment, qualifications, income, and family records and considers your circumstances and contribution.
Check National Service obligations for each male family member before applying. Sons who obtain permanent residence through a parent may have obligations even where the main applicant is treated differently.
-
Check your current work-pass eligibility Review ICA’s permanent-residence checklist and relevant family obligations.
-
Prepare and submit your records Give an accurate picture of your work, income, qualifications, and family.
-
Complete formalities if approved Follow residence and Re-Entry Permit requirements afterward.
Permission to apply is not a promise of approval; ICA considers the whole application.
What This Route Allows
After approval and completion of the required formalities, permanent residence lets you live and work in Singapore without an employer-specific work pass. Follow the Re-Entry Permit rules when traveling to maintain the relevant right to return as a permanent resident.
What This Route Is Not
There is no published rule promising approval after a fixed period on an Employment Pass or S Pass. This is not citizenship, and family members need their own eligibility assessment.
Next Steps
- Confirm your current work pass and obtain ICA’s application checklist.
- Prepare accurate employment, qualifications, income, residence, and family records, including a review of any National Service obligations.
- Apply to ICA. If approved, complete the formalities and follow the Re-Entry Permit requirements for travel.
