UK Work and Talent Visas Compared: Skilled Worker vs Global Talent vs HPI vs Scale-up
Key findings
- Skilled Worker is the main employer-sponsored route. Global Talent and HPI do not require a job offer, while Scale-up needs sponsorship only for its first six months.
- Global Talent offers the greatest work freedom and can lead to settlement in three or five years, but it is limited to people who meet demanding field-specific endorsement or prize standards.
- HPI is a short, non-extendable bridge for recent graduates of universities on the list for their award date. It does not lead directly to settlement.
The United Kingdom does not have one general “work visa.” These four routes solve different problems. Skilled Worker serves a qualifying sponsored job. Global Talent serves recognized or emerging leaders in narrow fields. High Potential Individual gives recent graduates of listed overseas universities temporary open work rights. Scale-up Worker begins with a qualifying job at an approved fast-growing company and then becomes flexible.

Choose Skilled Worker when the employer and job are the strongest facts
Skilled Worker is usually the realistic starting point when a licensed UK employer has offered a qualifying job. The route now generally focuses new sponsorship on RQF level 6 occupations, with narrower access for medium-skilled occupations on designated lists and transitional workers.
The normal salary test is the higher of £41,700 and the occupation's full going rate. Defined options can reduce one or both figures for applicants such as qualifying new entrants or people with relevant PhDs, while health and education jobs can use separate pay tables. A job title or sponsor license is not enough: the occupation code, duties, hours, salary, going rate, and any claimed reduction must all align.
This route is less flexible than the other three. Work is tied to the sponsored role, and an employer or occupation change usually requires a new certificate and updated permission. Its advantages are breadth, a well-established five-year settlement path, and permission that can be granted for up to five years at a time.
Choose Global Talent when your record can replace sponsorship
Global Talent is the strongest of these routes for a person who genuinely meets it. There is no initial minimum salary, job offer, or employer sponsor. Holders may work for employers, be self-employed, and build businesses.
The route covers academia and research, arts and culture, architecture, fashion and design, and digital technology through field-specific systems. Most applicants need endorsement from the responsible official body as an established leader or someone with the potential to become one. Winners of prizes on the government's eligible-prize list can bypass endorsement.
General career success is not enough. The evidence must satisfy the exact route for the field and talent level. Settlement can be available after three years for many science and research applicants, exceptional-talent applicants, and eligible-prize holders; some exceptional-promise arts and digital applicants normally need five years.
Choose HPI when the university and award date qualify
High Potential Individual is an unsponsored bridge for a degree awarded within the previous five years by a non-UK university on the official Global Universities List that applies to the month and year of the award. A school appearing on today's list does not rescue a degree from a year when the school was absent.
The qualification must be equivalent to at least a UK bachelor's degree and confirmed through Ecctis. The applicant also needs B2 English and the required maintenance evidence unless exempt. The route is capped at 8,000 applications per annual period under the current rules.
HPI allows work, job search, and self-employment, but it lasts only two years—or three for a doctorate—cannot be extended, and cannot be used twice. It is not a settlement route. Someone using it should identify a realistic switch to Skilled Worker, Global Talent, Scale-up, Innovator Founder, family status, or another category before the grant ends.
Choose Scale-up when a qualifying employer offers the best of both models
Scale-up Worker begins like a sponsored route and then becomes more open. The initial application needs a certificate for at least six months of work in an eligible higher-skilled occupation at a licensed scale-up business. The current salary is normally the higher of £39,100 and the occupation going rate.
After the first six months, the worker may change or stop the job, work elsewhere, or become self-employed without updating UKVI. That freedom does not erase the earnings rules. Extensions and settlement depend on qualifying UK PAYE earnings over specified periods; self-employed income does not count toward those tests.
Scale-up is therefore attractive when the employer is genuinely licensed for this specific route and the worker expects strong PAYE earnings after the sponsored period. It is not a general startup visa and is not available merely because a company calls itself fast-growing.
Which route fits common situations?
| Your situation | Usually check first | Why |
|---|---|---|
| You have a qualifying offer from an ordinary licensed sponsor | Skilled Worker | The route is designed around the job and sponsor |
| You have internationally recognized research, arts, design, architecture, or digital-technology achievements | Global Talent | The professional record can replace sponsorship and provide broad work rights |
| You recently graduated from an overseas university that was on the correct HPI list | HPI | It provides time-limited open work rights without an offer |
| An approved scale-up company offers a qualifying high-skilled job | Scale-up | It combines a sponsored entry with later labor-market flexibility |
| You are a doctor, nurse, or other eligible health professional with a sponsor | Health and Care Worker | It is the Skilled Worker branch with lower fees and no immigration health surcharge, subject to its occupation rules |
| You are building an innovative, viable, and scalable UK business | Innovator Founder | An approved body endorses the business rather than an employer sponsoring a job |
English, family, and settlement differences
New applications for all four routes now generally use B2 English, although Global Talent does not impose an initial English test. Global Talent applicants meet English for settlement, while HPI applicants prove it at entry and then must switch routes for a long-term plan.
Partners and children can generally accompany holders of these routes and adult partners can usually work, but occupation-specific restrictions affect some Skilled Worker and Health and Care cases. In particular, newer medium-skilled sponsorship and care-worker cases have stricter dependent rules. Check the exact occupation code and the date on which sponsorship began before assuming the whole family qualifies.
Settlement is not just a calendar. Skilled Worker requires continued sponsor need and salary compliance. Scale-up uses PAYE earnings tests. Global Talent uses route-specific three- or five-year periods and continued field evidence. HPI time does not become a direct five-year settlement route simply because the holder worked throughout the grant.
